Replace the prompt-level foreground instruction with CLAUDE_CODE_DISABLE_BACKGROUND_TASKS=1, and allow the inline-comment MCP tool via claude_args so findings can be posted on specific lines, matching the GitHub Actions docs example. Brings the review workflow in line with the GitHub Actions docs example:
CLAUDE_CODE_DISABLE_BACKGROUND_TASKS=1replaces the prompt instruction from ci: keep Claude review subagents in the foreground #44. It turns off background subagents entirely, which is more reliable than asking in the prompt.
