P2 Badge Show npm evidence binding after collection

For npm dependencies, the collector does not emit a RuntimeEvidenceRef alongside the edge: providers/npm.rs creates an edge with evidence_refs: Vec::new() and a private marker, and bind_npm_evidence() in cache_refresh.rs creates the evidence only after validating the project_npm slot revision and successful collection timestamp. Including npm in this collector-to-evidence description misdocuments the fail-closed trust boundary; document the intermediate scheduler-slot binding step instead.
