Remove the Elastic Beanstalk DNS fallback - #39

EB was terminated on 2026-09-23 after the cutover, so prod_dns_target = "eb" would now point the site at a hostname that no longer exists. Apex and www always alias the ECS ALB. terraform plan: no changes. README rollback section now points at RDS backups and the retained snapshots.

EB was terminated today after the cutover, so the
