spec(model): update L5 line in layer-definition after notifications split #2191

目的

rules/model/layer-definition.md の L5 の行を、#2188（PR #2190）で rules/notifications/ ができたあとの実態に合わせる。

前提

• 今の文面（build-2026-10-12.2）: 「L5 Notifications Layer (declared; currently has no rule/skill files of its own. Webhook intake is implemented under L4 Operations namespace pending future split.)」
• PR spec(notifications): sort L5 Notifications Layer into a skeleton #2190 が rules/notifications/notifications.md（layer: L5-notifications）を新しく作り、webhook の受け取りを L4 から移す。マージ後はこの行が事実と合わなくなる
• 対象ファイルは layer: L1-model なので、spec(notifications): sort L5 Notifications Layer into a skeleton #2188 の範囲外。skills/evolution-l1-update-gating の手続きで扱う

制約

• spec(notifications): sort L5 Notifications Layer into a skeleton #2190 のマージ後に着手する
• L1 の変更として skills/evolution-l1-update-gating に従う
