feat(webhook-relay): append a mark-processed prompt with event_id to room notices #410

目的

ルームに流す github-webhook-mcp の知らせを見たセッションが、それが自分の作業の知らせならその場で既読（mark_processed）にするよう、知らせそのものに一行の案内を付ける。自分の作業でない知らせは既読にしない。

前提

• 2026-10-13〜14、Lin・Lay はルームの知らせを読んで済ませ、キューを既読にしなかった。そのため pending が 377 件まで溜まった。毎ターンの hook も催促していたが、知らせとは別の場所に出るため読み流された。
• マスターの整理（2026-10-14 ルーム）：ルームの知らせはメールの通知、キューは受信箱。通知を見たら受信箱を開いて既読を付ける。
• 確認済み（origin/main）：crates/webhook-bridge/src/lib.rs の Event は event_id を持ち（:57）、アプリはすでにその ID で get_event を呼んでいる（:190、:307）。署名行も signed()（:254）で本文の先頭に付けている。同じ場所で一行足せる。

制約

• 案内の一行は英語にする（マスター指定）。
