Update the release and security workflows with the reviewed dependency changes from PRs #296, #295, #263, and #260:
This batch preserves the original commits from all four PRs. Merge with a merge commit so GitHub can recognize the included PR histories. The combined diff changes six action-version references across three workflow files.
Validation: all 44 release and App Platform certification workflow contract tests pass locally, and git diff --check passes. Required CI must pass on the combined head before merging. PRs #261, #322, and #326 remain separate because their checks identify incomplete upgrade work.
