refactor: migrate website to Astro in a pnpm and Turborepo monorepo - #64

- move the Next.js app into apps/nextjs and retain Turbopack - extract shared env, database, auth, UI, and email packages - centralize ESLint, Prettier, TypeScript, and Tailwind tooling - load environment files from the repository root - add root Vercel configuration and update CI and documentation - add tests for environment loading and service factories
- Replace React pages and components with Astro and browser scripts - Preserve content, URLs, SEO, themes, and interactive features - Keep hourly GitHub data updates through Vercel ISR - Convert used shared UI components and remove unused components - Replace Next.js dependencies, environment loading, and tooling - Update deployment packaging, CI, documentation, and regression tests
