feat(servers): add requestable server discovery - #2

The gha build cache served a stale `apk upgrade` layer pinning openssl 3.5.7-r0, failing the HIGH-fix scan (CVE-2026-14456). Explicit version constraint invalidates the layer and fails loudly if the mirror lags.
