Two CI changes, split out from the Airlock v2 work (#18) because they touch workflow files.

Testing

  • cargo test on this branch's code (current main) passes on macOS outside any sandbox: 616 passed, 1 ignored.
  • The workflow change itself is verified by this PR's own run.

After merging

pull_request workflows run from the PR's merge result, so #18 picks this up only once its base branch (docs/runtime-and-config-design) contains it. Merge main into that branch, or rebase it onto main.

The Seatbelt sandbox paths (agent and tool profiles, the runtime-dir
denies, F9) are exercised only by tests that apply a real profile, and
the Linux job never reaches them. Stacked PRs were skipped because CI
ran only for PRs into main.
