Problem
Typing the name of a repo you want to create (for example invoices) hides the "New project…" row, because that row only shows when the query is a substring of the phrase "new project". The user lands on "No matching projects." with no way forward.

Fix
- Always show the "New project…" row when there is no exact match, and when the query is non-empty label it "Create project """.
- Selecting it should open the existing creation form with the name field prefilled from the query.
