Beta 1 decision

Publish the current reviewed dev lineage as 0.1.8-beta.1 to restore day-to-day usability now. This is a stop-the-bleeding prerelease, not the previously planned two-model core Responses qualification gate. That qualification moves intact to Beta 2.

Included candidate scope

• GitHub-hosted CI parity, path-aware scheduling, and the stable CI / gate.
• Deterministic CI lifecycle fixes already merged after 0.1.7.
• Immutable RoutePlan seam (Introduce a typed RoutePlan seam for Gateway routing and mutation policy #61/Introduce immutable RoutePlan seam for Gateway routing #262) and the K2.7 bundled/default seed (0.1.8 Beta1: Replace the internal Kimi K2.6 seed with K2.7 Code #250/0.1.8 Beta1: replace the Ollama Cloud K2.6 seed with K2.7 #291).
• Third-party reasoning item IDs poison Official continuation after a model switch #302: sanitize foreign third-party reasoning items before Official store=false continuation.
• 0.1.8 Beta1: Scope the Official context cost guard to Official models #303: remove CodexHub-owned global context overrides so Official protection does not cap third-party models.

• The complete GLM-5.2/K2.7 core Responses qualification.

• Third-party reasoning item IDs poison Official continuation after a model switch #302 is merged and maintainer Desktop/Portable verification confirms Official continuation no longer fails on a foreign reasoning ID.
• 0.1.8 Beta1: Scope the Official context cost guard to Official models #303 is merged and maintainer Desktop/Portable verification confirms Official and 1M third-party context windows remain model-scoped across switching.
• Version manifests and release tooling accept and consistently report 0.1.8-beta.1.
• A fixed-SHA Standards/Spec review completes before Hosted CI.
• The release-preparation PR and the dev -> main promotion PR pass CI / gate.
• Signed normal/debug installers, signatures, manifests, and a normal Portable ZIP are built from the exact merged main SHA.
• The GitHub Release is marked prerelease/manual opt-in; stable latest remains 0.1.7.
• Asset SHA-256 values, source SHA/tree, CI run, rollback pointer, and known limits are recorded.
• Spec: CodexHub 0.1.8 staged compatibility and release roadmap #248 and downstream Beta tickets are renumbered without silently claiming unfinished capabilities.
