What to build

Reconcile every #57 evidence artifact into a maintainer-reviewable decision table and record exact GO, scoped PARTIAL, or NO-GO decisions by Codex build, provider, model, protocol, capability class, exposure strategy, streaming mode, and execution owner.

Acceptance criteria

• Every Spike complete Codex model capability exposure on third-party providers #57 acceptance criterion links to evidence or remains explicitly incomplete.
• The reconciliation contains zero unclassified model-visible plan and protocol items for every approved scope.
• Required Gateway mutations and compatibility fallbacks are listed per scope.
• No native route is approved solely because an endpoint is named Responses.
• A maintainer records the decision on Spike complete Codex model capability exposure on third-party providers #57 before 0.1.8 Beta2: Implement runtime-derived tool compatibility for custom Responses endpoints #58 is unblocked.
