Reverts #262.
The corresponding i4 changes from !13275 and !13355 currently implement different diffusion-cache indicator behavior for standard Transfer and control-CFG paths. Revert the OSS synchronization until the i4 behavior is reconciled and validated, then resync from the i4 source of truth.
Validation:
This is independent of the CUDA graph / torch.compile work.
