HALConfiguration is required for modules that do not use it.

For a given module that does not need to configure HAL, be it at the global level, or at the module level, the Nancy.HAL framework has an issue whereas it is considered as required since the extension is part of the project.

It seems as if we need to re-tool this extension so that it can work when there is no requirement for a HAL Configuration, that it does not bork on the modules that do not require HAL.
