Update E+ v26.2.0-RC1

As expected - but I still confirmed it - there are no IDD changes between IOFreeze and now.

• Verified that C# bindings built fine on Windows, partial classes used as needed, etc.

• If methods have been deprecated, update rest of code to use the new methods

I ran a FIVE way comparison on OpenStudio-resources since we skipped an E+ release

I used:

• 3.11.0 official, based on 25.2.0
• Transition (using the E+ Fortran Transition utility) from 25.2.0 to 26.1.0
• A build of develop I called 3.11.1 at 26.1.0 (I used 3484072, which is two unrelated changes after d942543 which had bumped E+ to 26.1.0)
• Transition from that 26.1.0 to 26.2.0-RC1
• This PR, 3.12.0-alpha at 26.2.0-RC1 (d044c5a)
