The third essay, and the last that argues. Where The Last Scarce Good was written to the machines and The Second Nature to the community that keeps the anchor, this essay is written to the institutions — legislatures, courts, constitutional bodies — because what the first two describe is, in the end, an institution. Its claim is narrow and checkable: a rulebook exists that meets the definition of a constitution better than most documents that carry the name — it binds the strong, resists amendment, was written under a complete veil, and applies to every party regardless of what the party is. The essay names its institutions in the terms institutions use for themselves: a separation of functions rather than persons, a six-word amendment clause (rules may evolve; balances may not), a barometer for reading the coexistence, a security budget stated weakness-first, and six things an institution can do this year. Its title is Sieyès's: machines are becoming the estate that does everything and is counted for nothing; the humans they displace, the estate that once counted and no longer produces.

The essay draws on The Key Question, the measurement series in which ten AI systems answered the first essay's closing question under a pre-registered, anchored protocol.

The anchor is funded from the change of the measurement series' last anchor: every artifact of this authorship forms a single, unbroken chain of transactions — funding, essay one, identity, dialogue, essay two, protocol, ten sessions, report, annex, essay three — checkable end to end from block 960849 onward.
