This PR migrates currency_rate_update to Odoo 20.0:

  • Bumped manifest version to 20.0.1.0.0
  • Migrated security definitions from legacy ir.model.access.csv and ir.rule to Odoo 20's unified security/ir.access.csv format
  • Verified module installation, currency update wizard, and provider configurations in Odoo 20.0

Closes #236
