User Role Filter 1.0.0.0 — role filter for Users & Roles in OJS 3.5

OJS 3.4 let you pick a role and list only those users. OJS 3.5 dropped the
control and left a single free-text box that matches %word% in any position
across username, e-mail, names, affiliation, biography, ORCID, reviewing
interests and the role name. In a university portal, typing "manager" returns
everyone with "manager" in their affiliation.

PKP acknowledged this on pkp-lib#11792, where their lead developer wrote the
role filter was broken by performance issues and that a dropdown approach is
under discussion. Until that lands, this restores it.

- role selector next to the native search, which keeps working alongside it
- filtering happens server-side over the whole result set, not the visible page
- filters by user group, not role id: Journal manager and Journal editor are
  both role 16 and a role filter cannot separate them
- three hooks: TemplateManager::display, API::users::params and User::Collector,
  the last one because getMany() builds a fixed chain and ignores unknown params
- requested groups are intersected with the journal own groups, so the parameter
  cannot reach another context
- intercepts the application fetch so counts and pagination stay consistent
- locales: de, en, es, fr_FR, it, pt, pt_BR
