chore(release): reconcile Flow 1.32.0 platform manifest

Summary

• regenerate the platform BOM from current published sources
• select openadapt-flow 1.32.0 and bind its exact release commit, tree, artifacts, hashes, schema sources, and dependency closure
• regenerate the human compatibility report

Validation

• python scripts/validate_platform_manifest.py --offline
• python scripts/validate_platform_manifest.py --require-network
• python -m pytest -q tests/test_platform_manifest_drift.py tests/test_platform_version_display.py
• python scripts/check_source_boundary.py
