Paired OpenHCS234 is merged and both reviewed versions installed in the existing environment. Actual installed pytest/Bio-Formats journey reused the real bundle while XDG was isolated after configuration: downloader 0 calls, bundle inventory unchanged, no per-fixture Fiji, and Java shut down after cleanup. Focused 53-case PolyStore shard passed. Runtime source frozen at /home/ts/wt/openhcs-test-fiji-reuse-20260929/external/PolyStore. |

Paired with OpenHCS #234. Fiji declarations now support configuring bundle-only storage before first runtime access. The existing distribution owns default-path resolution, selector validation and process-environment pinning; OpenHCS and PolyStore pytest bootstraps use that same owner with downloads forbidden by default. Production materialization, archive digests, release/overlay URLs and runtime identity remain intact. Validation: 53 focused distribution/runtime/cache/Bio-Formats/lazy-export tests passed, including fresh-process late configuration and invalid-permission no-mutation checks. No Fiji download or JVM startup in these checks. Broad NRA proof is not claimed; reviewed ownership remains with the existing distribution/download-policy types.
