A malformed STATUS response now counts toward the existing consecutive-error budget before its reset. This applies to polling and terminal-stream responses; valid responses still reset the budget, and healthy-process/progress exemptions remain unchanged.
Updated onto current main 670557e (0.4.0), retaining terminal record payloads and notification dispatch. No wire/API/version or installed-environment changes. The original OpenHCS #140 hang is not established by this bounded decoder repair and is not closed by this PR.
Validation: current-main actual-decoder baseline 4 RED / 10 PASS; corrected source 23 PASS / 63 deselected in the waiter/client/terminal-notification controls. Malformed decoding, mixed errors, valid reset, healthy liveness, cancellation, and notification behavior are covered. Local receipts: external-ready-cleanup-v1/zmq-waiter-{red,green}.log. Earlier source investigation is retained in the PR history; this receiving supersedes its old API assertions.
