Remaining slop plan: order tracking #1571
Description
Tracks plans/remaining-slop-plan.md order by order. Each plan order gets a commander order (Core todo) when dispatched; this issue records who holds it.
The plan was handed to the desktop commander at 14:49 on 2026-10-18 and nobody worked it until 17:55. Nothing recorded the handoff, so no open item showed the gap.
