Landed: PR2061 P738 (InstallVerb gains OrderVerb, so order install is reachable).
Dropped: PR1918 P684 conflicts with main in commander/order.py after batch/36, and with it in the batch, tests/test_commander_verbs.py errored 27 times. PR1952 P707 conflicts with main. PR2058 P737 already merged by gaming in batch/36.
Checks on the batch head: ratchets src and tools 0 introduced lines; tests/test_commander_verbs.py 27 passed.

Practice install from the gaming merger, for head 1668268.

• Command: tools/upgrade_bus.py --checkout /home/ts/code/projects/agent-comms --to d68dcd0bd --rehearse --installer claude-code, run on a copy of gaming's live 919M bus.
• d68dcd0bd is a local merge of main 15ba6ed with this PR's head 1668268. It had no conflicts. The head itself could not be the target: it is based on 0ba5b79, which is behind the live install, and the installer only moves forward.
• Result: rc=0 at 2026-10-19 21:43:58. The copy read back 107 threads, 105 who entries and 50 history messages.
• Report: /tmp/claude-1000/-home-ts-code-projects-openhcs/696126c1-8112-4b77-8879-c1f14ea961ce/scratchpad/reh_2063.log (on the gaming machine).
