Allocate the exact new feature lines: 201 for dispatch/task production code and 287 for its native proof. Structural findings were repaired separately. MergedProblemOrder must not erase verified application work or invent it from an installed merge. Make completion a read-only order capability and let the retained original supply it through codec reconstruction. Phase identity remains with pi-plan-claims on P244.
