Merges #2119 (P307), #2073 (P287), #2123 (P309) onto main a51e58b.
Local gates: debt ratchet --root src rc=0; --root tools rc=0. Changed test files: 122 passed, 3 failed; all 3 fail identically on main (test_response_catches_up_and_supplies_recipient_awareness, test_every_tool_reply_decodes_as_its_declared_result, test_a_read_tool_changes_no_store_for_any_caller). Fixes main failure test_a_withdrawn_order_is_neither_open_nor_overdue_and_strikes_no_one.
Dropped: #2114 (P306) its own test_unowned_heartbeat_identity_survives_time_and_unrelated_todo_fields fails on fresh main; #2127 (P311) and #2074 (P286) conflict in todos.py.
