Execution progress DTO fails typed decoding: unresolved WireValue annotation #243

Owner: OpenHCS integration coordinator, implementation assigned to retained Lovelace. Actual installed MCP/native journey reached registered function and successfully completed compile d3b24903-d61a-4960-8f84-8800f708e283, but python_introspect.dataclass_from_mapping(ExecutionJobStatus, payload) fails with NameError: WireValue is not defined while resolving nested ExecutionProgressObservation. ZMQRuntime execution/progress_stream.py imports recursive WireResponse from responses.py without providing the WireValue name used by its nested forward annotations. Same-handle read-only get_execution_status confirmed the ORIGINAL compile complete; no resubmission. All three owned native endpoints and MCP were then identity-verified closed with returncode0, terminal receipt true and PIDs absent. Reproducer: typing.get_type_hints(ExecutionProgressObservation, include_extras=True) and real ExecutionJobStatus decode of the retained progress payload. Fix at the owning dependency/annotation boundary, not by bypassing typed decoding, converting to untyped raw status, duplicating schemas or monkeypatching namespaces. Preserve external wire format and progress immutability. Add regression for real nested progress decode and actual installed pipeline execute/outputs. Coordinate with existing ZMQRuntime PR6/7; source is installed/frozen, edits only in isolated persistent worktree.
