BaSiCPy fork advertises a broken TODO-only console entrypoint #313

Owner: parent BaSiCPy dependency integration; tracked here because the fork has issues disabled. Refs #213 and #217. Reproducer: install the built openhcs-basicpy wheel into an isolated target; installed/bin/basicpy --help raises ImportError for removed Device. Source inspection proves the CLI body is unimplemented TODO/no-op and the console script does not parse argv. Acceptance: remove the dead module and console declaration in place; build from fresh sdist; verify the installed wheel has no unimplemented entrypoint, and its real BaSiC API still passes numerical/profile tests. Do not create a standalone CLI or compatibility layer. Publication1.3.0 was cancelled with no workflow steps executed; preserve its tag/history and release corrected1.3.1.
