Widget._check_refreshcleared a pending scroll request without telling the screen whenever a layout request was also pending, so the screen could not decide between full layout and a visible reflow. Inwidget.pytheUpdateScrollmessage is now always posted, and the keyline background still refreshes on scroll. A test is added intest_native_scene_size_publication.py.
