Eighth prompt input alert_description -> issue.details (tenant-verified: issue.description empty, issue.details carries the rule description; alert.name resolves and was never the gap). New READING THE DETECTION ITSELF prompt section: a fired detection's stated condition is evidence, never a next-check to re-verify. Notion master updated first; gate green, uploaded to deathstar.

…d the detection itself

Adds an eighth prompt input, alert_description (issue.details on the tenant;
issue.description is empty there), so the correlation rule's description
reaches the model, and a READING THE DETECTION ITSELF section so the stated
condition of a fired detection is treated as evidence rather than something
to re-verify as the next check. Mirrors the Notion master edited first.

… release] (#1198)

The playbooks and prompts under ai/nist-ir live outside the packs and carry no
pack version, so their changes had no changelog home. One dated file per change
set, in the DC-facing format: what you get, what changed, what to update.
Seeded with today's Issue Assessment entry (#1196, #1197).
