build(e2e): upgrade Playwright to 1.64.1 - #395

ubuntu-latest runners are now Ubuntu 26.04, which Playwright 1.59.1 does
not support ("Playwright does not support chromium on ubuntu26.04-x64"),
so the e2e job failed while installing browsers. 1.64.1 supports it.
