PowerIO 0.11 replaces the Package API with typed modules. This updates the shared resolver and pandapower, PyPSA, ANDES and Egret adapters to select module values explicitly, carry generation-2 IR, and use the published 0.11 packages.
It also adds a native Tellegen Study interface for goals, branching, exact planning trials, cumulative demand edits and base-case resets. Proposed states remain unapplied until an explicit user action.
Validation: 348 tests passed against the published PowerIO 0.11.0 package; 17 optional-engine tests skipped. BMOPF output is labelled draft BMOPF 0.2, subject to Task Force approval.
