Integrate PowerShellBuild and stage PSKoans output

Goal

Adopt PowerShellBuild shared task logic after psake bootstrap.

Acceptance criteria

• The manifest passes Test-ModuleManifest.
• Invoke-psake Build produces a clean staged module under output/.
• The old bespoke build path is removed or fully superseded.
