Add PowerShellOrg reusable PSGallery release workflow

Goal

Implement Phase 3f release automation.

Acceptance criteria

• .github/workflows/release.yml calls the organization reusable release workflow.
• It uses only the PSGALLERY_API_KEY secret.
• A prerelease tag demonstrates the workflow end to end.
