Summary

• Re-verified local gates on tip a0a3a2e1ad: apply-patches --verify-pristine (php-llvm 27/27, including php-llvm-structgep-assert.patch), inventory 8354/8354, aot-smoke 9/9, make north-star5-verify-fast OK (spine 8354/8354).
• Tip-ratchet docs/ci-streak.json + status snapshot to that SHA for Process: master must be green — branch protection requiring the Compiler gate once #36377 lands, a CI-streak metric in release-readiness, and a rule that a red master blocks all non-fix merges (.github/workflows/compiler-gate.yml, script/release-readiness.sh, CONTRIBUTING.md) #36401; sync inventory construct-flag drift after Perf: printf/sprintf %d of floats and overflow longs match Zend (#36386) #37075/Perf: printf/sprintf %b of floats and overflow longs match Zend (#36386) #37078.
• CI: php-llvm-structgep-assert.patch fails to apply — blocks north-star5-verify-fast and all bootstrap gates #36143 remains closed/green — patch drift not reintroduced.
