rusty_jpeg 0.4.5 keeps component planes in a bounded thread-local pool so a fresh Decoder per image no longer faults ~3 MB of pages in on every decode, which had left 0.4.4 1.13-1.17x behind zune-jpeg on one core under the system allocator (Remade-With-Rust/rusty_jpeg#15). Lockfile only. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Moves the lockfile to rusty_jpeg 0.4.5 (Remade-With-Rust/rusty_jpeg#15).
0.4.5 reuses component planes across decodes on the same thread. That closes the system-allocator gap ArtCraft reported on #48: on one core, the 1080p frame went from 1.17x behind zune-jpeg to about even, and the photos went from 1.13x behind to 0.95–0.98x. Output is byte-identical. The rff-codec-jpeg and rff-format-mjpeg tests pass.
