bump rusty_alloc-api to =2.2.5 - #13

The rollout edits manifests through the API; the lockfile has to move with them (rusty_alloc / rusty_alloc-api -> 2.2.5; rusty_alloc 2.x brings the target-gated portable-atomic). Lockfile-only update: nothing else re-resolved. cargo vet: portable-atomic trusted by its GitHub trusted-publishing workflow (owner decision 2026-10-08, Tim Almond); imports refreshed.
