ci(renovate): re-verify the Reviewable cut at Renovate 44.149.1 - #2297

Renovate moved its self-pin to 44.149.1. modules/platform/pr-body.js (reviewableRegex) and the pr/, pr/body/ and changelogs modules are byte-identical to 44.143.0, so the package-diff section still lands after the cut. Move the pin and REVIEWABLE_CUT_VERIFIED_AT together. Co-authored-by: Matt Wilkinson <matt@rigel.build>

Summary
The renovate typescript update (#2161) moves the Renovate self-pin from 44.143.0 to 44.149.1. A test ties that pin to
REVIEWABLE_CUT_VERIFIED_AT, the last Renovate version whose Reviewable body cut was checked by hand.
