Can't plant sugar cane or cactus on snad/red snad

Neoforge 1.21.5

I can plant bamboo on snad and red snad, but I can't plant sugar cane or cactus, regardless of whether there's adjacent water or not

Edit: I also can't plant nerther wart on suol snad.

I've tested this on a brand new 1.21.5 neoforge install, with Snad as the only mod.
