ci: pre-install pinned NDK in Schema Validation workflow - #1459

Configuring the project graph reaches skainet-backend-jni-cpu, whose Android plugin requires the pinned NDK. When absent, AGP downloads it mid-configuration with no retry, so a transient network error (such as the "Premature EOF" that failed run 40885713880 on develop) fails the whole job. Install the NDK up front via sdkmanager with retries, the same approach publish.yml already uses, reading the version from gradle/libs.versions.toml. sdkmanager is not on PATH on the plain ubuntu runner (publish.yml gets it via the setup-android action); use the preinstalled SDK's copy under ANDROID_HOME directly. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>

Summary
The Schema Validation workflow failed on develop (run 40885713880) with:
The underlying cause was a transient download error (
Premature EOF): configuring the project graph reachesskainet-backend-jni-cpu, and when the pinned NDK is missing on the runner, AGP downloads it mid-configuration with no retry. Every run of this job re-downloads the NDK, so it fails whenever the download hiccups.Fix
Install the pinned NDK up front via
sdkmanagerwith 3 retries, before any Gradle invocation — the same approachpublish.ymlalready uses. The version is read fromgradle/libs.versions.toml(android-ndk), so it stays in sync withskainet-backend-jni-cpu'sndkVersion.The failed develop run has also been re-run, since the failure was transient.
