Invalid URL Error

I'm logged into Portainer as I type this at the URL included in the error below. HTTPS on port 9443 is also valid and I tried connecting that way using the NODE_TLS_REJECT_UNAUTHORIZED=0 environment variable suggested in another issue with the same result.

The IP/port for HTTP and HTTPS are absolutely valid targets and the container is just saying no. I'm running Portainer CE v2.27.9 LTS.
