`hour_a + 20min` crossed into the next bucket whenever the test ran past minute 40 — a 33 % failure window per hour that the branch runs dodged by luck and main's merge run eventually hit. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
The same commit failed and passed an hour apart: the resolver gave one run trunk 0.19.1, whose bundled wasm-opt predates the bulk-memory ops rustc 1.97 emits, and the next run 0.21.14. Pinned to the version developed against locally. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
