Move to utoipa 6 and utoipa-swagger-ui 10 for zip 9, raise rust-version to 1.88, which jsonwebtoken 11 already needs, and update ctutils. Ignore RUSTSEC-2026-0387 with the reason recorded in the workflow.

zip4 advisories:utoipa6 andutoipa-swagger-ui10, which useszip9.ctutils: needs Rust 1.87, sorust-versiongoes to 1.88.jsonwebtoken11 already requires 1.88.crypto-bigint: ignored with the reason in the workflow. It comes throughp256andp384injsonwebtoken, whose latest release still requires them. Tokens use HS256 only.
