Зачем
techcon_hub — единый источник правды для правил агентов; этот PR
держит локальную копию блока в синке (gate: agent-surface-drift-fleet.yml).
Как проверено
Блок сгенерирован тем же скриптом, что и гейт дрейфа использует для
сверки; sha256 в открывающем маркере совпадает с источником.
