fix(platform-ui): drop Tailwind 3 to clear remaining alerts - #170

Tailwind 3 was the only path to unpatched braces and to postcss-selector-parser 6. Tailwind 4 drops both, so the Dependabot alerts and the audit exception for braces can go. Co-authored-by: telivity-otaip <telivity-otaip@users.noreply.github.com>

What does this PR do?
Moves the platform UI example from Tailwind 3 to Tailwind 4 so
bracesandpostcss-selector-parserleave the lockfile. Those were the last two open Dependabot alerts.braces3.0.3 has no patched release, andpostcss-selector-parseris only fixed in 7.1.6, which Tailwind 3 cannot take.Type of change
