Scope

Replay the clean-offline project-documentation bootstrap repair onto website main after #75.

• preserve last-known-good documentation when an offline snapshot exists;
• when no snapshot exists, emit per-repository metadata-only projections marked explicitly unavailable instead of failing the build or inventing content;
• use null consumed-head identity for unobserved documentation;
• render unavailable documentation before normal README/document branches, explicitly avoiding absence inference;
• render projected document count as hmmm, not numeric zero, when documentation was not observed;
• execute the real script in an isolated clean working-tree regression;
• append the required By the builder entry for this transaction.

Verification

Current exact head 96fdf3d98864af32bb12e4ac89c823cd0277bfd8 against base 4244a8690c3cb4b51e26b5ad46a275daaff82c4c:

• replayed on the merged Repair repository refresh trust boundaries #75 trust layer, 6 commits ahead / 0 behind;
• all three prior P2 review findings are repaired and their threads resolved;
• manual exact-head diff audit found and repaired one overbroad regression assertion;
• hosted release/security checks passed at 96fdf3d (5/5 successful: CodeQL, Analyze (actions), Analyze (javascript-typescript), Analyze (python), Verify generated site).
