Copies exactly three complete canonical skill directories:

• agent-instantiation
• a0p-instancing
• wdll

The canonical index declares this exact dependency closure. Architecture routing keeps a0/a0ucns/_legacy_a0 separate from a0-betatest backend. README records per-skill mixed-source provenance; the other 39 installed skills retain their prior snapshot.

Evidence boundaries

Only five files change. The new scoped lifecycle work graph and README own current operational provenance. The existing docs/PROVENANCE.md and docs/work-graph.json remain byte-identical because the sealed join-term receipt binds them. All 14 receipt input hashes were verified unchanged. Release locks, historical scientific pins, sealed results, accepted Stack release-consumption evidence, and graduation records are unchanged.

This is no runtime deployment, release, scientific, or implementation-graduation claim. Newer skill-lib #129, other consumer repairs, and broader library/runtime drift are outside this batch. Draft only; no merge requested or authorized.

Verification

Passed locally:

• All 226 baseline blobs verified against GitHub's main tree before editing.
• Exact five-file allowlist; all other 223 existing blobs preserved.
• All three copied files match canonical Git blobs and complete directory inventories.
• Canonical transitive dependency closure is exactly these three skills.
• Canonical consumer drift check against the explicitly materialized three-skill source subset: 3 checked, 0 drifted; strict source citation passes.
• Negative control rejects a missing wdll prerequisite.
• Historical and new scoped work-graph digests recompute.
• All 14 sealed join-term source-file SHA-256 hashes still match.
• git diff --check.
• Independent exact-final-diff review: no remaining substantive findings; source routing, provenance and preserved evidence verified.

Existing gaps / hmmm:

• Manifest --check reports absent CLAUDE.md generated block on both baseline and candidate.
• MSDMD collector exits 3 for missing Python native reader runtime on both baseline and candidate; no collection output was generated.
• Local pytest execution was unavailable because pytest is not installed. Full package/artifact replay is left to exact-head EPAC CI and is not claimed as locally passed.
• Full-library inventory comparison still finds 49 drifted files across 36 other installed skills; deliberately not repaired or presented as a global clean check.

No existing generated research artifact is regenerated. The new scoped graph includes its deterministic digest. Target-local lifecycle copies contain no canonical patches.

Reproduction

From skill-lib at the exact source commit, run:
python tools/propagate_skills.py /path/to/epac --skills agent-instantiation
then with --apply; preserve the target's scoped README usage/provenance note.

Read .agents/skills/README.md and docs/work-graphs/lifecycle-skills-321e721.json for source identities and boundaries. The containing commit binds the final consumer bytes.

Exact-head CI completion

EPAC CI run 38505616238 completed successfully on cfd2c5a. All Python 3.10, 3.11, and 3.12 matrix jobs passed normalized build, installed wheel replay, installed sdist replay, work-graph validation, and evidence upload. Each of the six artifact replays passed 279 tests plus 23 subtests. These CI results supplement the explicitly limited local checks above.

At final observation, the exact reviewed head is unchanged, GitHub reports mergeable, and the PR remains draft/open/unmerged. No GitHub review submissions or review/issue comments were present; the independent exact-final-diff review reported no remaining substantive findings. No merge or runtime deployment is performed.
