Reconcile: adopt the current kit's design-state checker; supersede the event-chain workaround - #139

…e event-chain workaround Records CI's pinned design-state runtime as the interim gate until the current kit's checker is adopted, attributes the 130 findings that checker reports, and stages the adoption in ## Open. Supersedes the 2026-09-15 event-chain decision, whose condition #132 met at engine pin cb64a05.

The current kit's checker (6292aeb) reports 130 blocking findings, now fully traced:design/10-design.md.## Openfor/track; its contract amendment is/spec's.cb64a05. It is now marked superseded by a 2026-10-04 entry.Verified
