Removes .claude/commands/, the design-state mechanism (checker, projector, units/contracts/invariants/work records, state-index) and the verify.yml steps that materialized the retired toolchain from pinned AgentKit commits. Prunes the design-state and kit-pin sections from design/20-contract.md and the kit-owned sections from AGENTS.md; decision entries unchanged; new 2026-10-07 entry in design/90-decisions.md.
Verified: Pester over tools/ and Test-SpecSet.ps1 pass locally; CI on this head SHA is the remaining gate.
