Firmware V2 (same V1 board) + V2 hardware warning - #8

Reworked the firmware for the existing V1 board (XIAO RP2040 + ADS1299-4): monotonic sample index, safe INFO/REGS handling, lightweight DRDY path, 16K TX ring, SPS/GAIN/VREF commands, fixed 44-byte sample framing, SPI 2MHz, stronger self-test, HELLO/PONG/CONFIG events. Old Pendulum builds still decode everything. Added PROTOCOL_V2 doc and a Python sim check. Put a visible V2 hardware warning at the top of the README so nobody fabs V1 by accident.
Runs Pendulum protocol tests plus the firmware sim check, the PlatformIO native unit tests, and a full XIAO RP2040 build on every push and PR. Also added a small pytest suite for the host decoder and a CI badge.

Been running the V1 firmware for a while and it had a few things bothering me, so I finally sat down and reworked it properly. This is all still for the current board (XIAO RP2040 + ADS1299-4), nothing here needs new hardware.

Also put a visible warning at the top of the README: V2 hardware is under active development, don't fab V1. That one is just to save someone money.
How I checked it:
Next up after this merges: new board revision, then Pendulum updates to use the HELLO fields instead of assuming 250/G24/4.5V.
