core-client: a board open keeps the dossier stale for the whole session #1913

What

#1900 made the dossier one project-team read per board open, and #1910 kept a refusal from being cached as an empty team. What neither changes is freshness: the dossier panel shows the persona/memory head as it was when the board opened, while the task columns beside it refresh every five seconds. Memory is rewritten by the review pass on every round, so the panel is stale within minutes and there is no way to refresh it short of closing and reopening the board.

Expected

Reading the dossier is a deliberate act, so it can pay for one read: opening the Dossier panel re-reads project-team once (≤16 KB), keeps the rows it already had if that read fails, and the five-second poll still does not read the dossier at all, so #1900's saving stands.

Acceptance (red first)

Extend the #1900 case in core/test/project-board-view.test.js:

• open the board → project-team calls 1;
• click the Dossier panel → calls 2, and the panel shows the newer text that read returned;
• three more ticks → still 2, while project-board kept being read on every tick.

The click case must fail before the change (calls stays 1) and the existing #1900 / #1910 cases must stay green.

Scope

core/src/client/project-board.js, core/client.js (bundle), patches/ds-bot/0008-client-bundle.patch and its files/ mirrors, core/test/project-board-view.test.js, plus the core-client.md doc line and one changelog fragment — same files as #1910.

Duplicate check

Searched live main and closed issues for the dossier/project-team read: #1900 (closed, moved the read off the poll) and #1910 / #1911 (closed, a refusal is not an empty team) are the neighbours; neither covers re-reading on an explicit open. No open issue covers this.
